Add comments facility

I was never a fan of the Scratch method of commenting so I'd like to propose a different approach

Simple comment blocks

and...................

C-type ones for whole sections

and suggest they be in a completely different colour than orange or blue

So can it be exposed in normal mode please?

As of v075, the comment block is now available in the "Control" category.
